Children under ten can get debit cards as Swedish banks get desperate or...?

Swedish banks are considering the possibilities of lowering the age limits for people who can have debit card, as such the banks are considering lowering the age down to 10years.

According to various Swedish media reports, banks such as SEB, Swedbank and  Handelsbanken are looking into ways to prepared  and change the rules so that children as young as ten can get debit cards, if they are ready for it,  according to  Carl Renstrom, card manager at Handelsbanken.

For Nordea, they are even thinking of bringing the age down to eleven years.  The question being asked now is how desperate are Swedish banks and is it a good idea for children under ten to have a debit card? Is this another way to indirectly tie parents to debts and children should start seeing their credit rating damaged from birth? You are welcome to make comments and opinion.
