The Swedish government choose to fly Norwegian instead of SAS - a slap in the face of SAS?

Airline Norwegian has once again received agreement from the Swedish
government and the Swedish Armed Forces regarding domestic travel. This
is done overlooking SAS which the government own shares.
According to a press release, from the Swedish government, the
Norwegian challenger to SAS Norwegian will continue to fly the state's
employees to and from Stockholm-Arlanda, Gothenburg, Luleå, Malmö and
Umeå. Swedish Armed Forces has also chosen Norwegian as their vendor
for air travel to and from Stockholm-Arlanda, Umeå and Malmö.
The agreement with the state is valid for one year starting on 1 December 2013 and with an option for a maximum of 36 months.
The agreement with the Defence Forces shall enter into force October 1,
2013 and is valid until October 31, 2014, with an option for a further
year.
This is seen as a slap on the face of SAS and could be explained that they have done much to be competitive enough.
It is also a appalling that SAS is not appealing to the Swedish
government which is a part owner of the company. An authority
described this an a mother coming back from the market and her children
running towards her but choose to give the apple to the neighbour's
child even though her own children are hungry.
